such meeting. He SHALL be custodian of the seal of the Command,
and of all books and official records belonging thereto, excepting
those of the Treasurer; he
SHALL act at all times and in all respects
entirely at the will of the Executive and
SHALL conform to such
rules and regulations as the Executive
MAY make.
(b) The Secretary of the Command, with such assistance as
SHALL be
given him by the Convention
SHALL act as Convention Secretary,
and
SHALL keep a true and correct record of the proceedings and
SHALL act at all times and in all respects at the will and discretion of
the Convention.
(4) TREASURER:
(a) The Treasurer
SHALL keep a just and true account of all monies
received and paid out by the Command and of all transactions of
every kind, and of all assets and liabilities of the Command; he
SHALL deposit all funds of the Command in such Chartered Bank as
the Executive
MAY determine, in the name of the Command. All
monies payable by the Command
SHALL be paid out by cheque
only, which
SHALL be signed by the Treasurer and by either the
President or signing officers so designated. No cheque
SHALL in
any case be signed in blank.
(b) The Treasurer
SHALL keep his books at the Head Office of the
Ontario Provincial Command, and they
SHALL be open to inspection
by the Executive at all times on request.
(c) The Treasurer and/or Secretary/Treasurer
SHALL submit a monthly
financial statement showing all assets and liabilities of the Command
and all its financial dealings in a proper order.
(d) The Executive
SHALL, as often as it thinks necessary, and at least
once in each year, and on the changing of Treasurer, have the
accounts of the Command duly audited by a Certified Accountant, and
a certified balance sheet submitted to the Executive.
(e) The Executive
SHALL furnish a copy of the certified balance sheet to
each Unit in the Command forthwith after same is received.
